This position organizationally falls under the Executive Director of the Kickapoo Tribe of Oklahoma. Operational hours are Monday through Friday; 8:00 A.M. to 5:00 P.M, or as needed to address the centralized Property function(s) of the Tribe’s programs and services. The purpose of this position is to respond to requests for land information and maps, initiate case files, and to prepare complete case files for the Kickapoo Tribe for review and approval of transactions. The Realty Specialist will acquire, manage, and dispose of property on behalf of the Tribe, in conjunction with public land programs or water projects. Their work ensures that authorized uses of public land will be in compliance with laws and regulations. The incumbent must be flexible in order to undertake a variety of miscellaneous duties as assigned by the Executive Director.

ESSENTIAL DUTIES AND RESPONSIBILITES

Provide assistance, advice, oversight, monitoring, and coordination for protection, management, planning, conservation, development, and utilization of trust and restricted lands.

Analyze requests for land into trust and use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner's needs.

Implement a trust real estate services program to accomplish the timely and efficient processing of applications for i.e., patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface, and subsurface leasing and permitting.

Consult with beneficiaries/lessees/other landowners and interested parties about the process options, documentation, and other needs that may be associated with contracting and/or conveyance activities.

Collaborate and coordinate contract and conveyance transactions with supervisor to ensure that the necessary clearances and procedures have been secured and completed (i.e. appraisals, NEPA, TSR).

Will perform other duties in Accordance with current Federal, State, and applicable Tribal Law.

Negotiate and understand the HEARTH Act.

Network with other Real Estate Sales Representatives to create positive relationships.

Execute programs, processes, and practices to achieve goals and initiatives.

Establish and maintain relationships with key customers, program administrators, industry influencers and key strategic partners.

Have the ability to explain all purchase agreement documentation including land contracts.

Work that included processing conveyance documents, fee to trust transactions, mortgages, and rights-of-ways; Trust allotments and evaluating in acquisition & disposal program; examining conveyance applications, checking accuracy of TAAMS; research of trust documents and land ownership records, estate, and allotment records to determine ownership.

Responsible for the preparation of budget for all realty functions and activities based on work-load statistics, personnel requirements, equipment needs and devices.

Prepares and reviews reports and correspondence dealing with land use problems, legal opinions and decisions, federal regulations and statutes, tribal laws and ordinances, State and County regulatory processes.

Provide oversight over realty and probate functions.

Perform other duties as assigned.

Must be self-motivated and be able to work with little or no supervision. Prompt and daily attendance is of utmost importance; failure to be on the job not only disrupts the smooth functioning of the employee’s own job, but also inconveniences the other interrelated jobs. Education and Experience:

High School Diploma or GED Equivalent.

Bachelor's Degree in business or business administration or equivalent experience.

At least one (1) years of specialized experience in Federal service that includes work that involves providing oversight to management of trust and restricted property.

  • Pass a Drug Screening Test
  • Complete an OSBI and Federal background investigation.

Physical: Physical effort requiring long periods of standing, walking, bending, and/or stooping to perform duties. Incumbent must be capable of lifting 50 pounds or more in order to regularly load and deliver packages.

Environmental: Occasional discomforts dealing with unpleasant situations, exposure to dust, fumes, odors, gases, chemical substances, and electrical currents. Incumbent may have exposure to urine/feces.

The work environment characteristics described herein are representative of those an employee encounters while performing the primary functions of this job in any maintenance. Normal functions related to such a work environment should be expected, and conditions may flex to a high noise level, high stress level, and a varying number of employees and staff with whom this employee must interact. Work involves working inter-departmentally and maintaining a clean, safe working environment.

Job Type: Full-time

Pay: $35,000.00 - $40,000.00 per year
